A hardware refresh is one of the most predictable expenses in IT, yet most organizations buy under deadline pressure. The fix isn't better pricing. It's better timing.
Every year, we watch the same story play out across government agencies, school districts, and healthcare organizations in the Tri-State region. Somewhere around week three of the final quarter, a call comes in: "We just found out we have budget left. Can you get us 400 laptops before the fiscal year closes?"
Sometimes the answer is yes. Often, it's yes, but at a premium, with limited model selection, and a rushed deployment. Occasionally the answer is no, because lead times simply don't bend to fiscal deadlines.
None of this has to happen. Devices age on a schedule. Warranties expire on a schedule. Operating systems reach end of support on a schedule. The only unpredictable part is when organizations decide to act.

Know Your Fiscal Calendar and Work Backward
Your funding cycle dictates your procurement rhythm, so start there:

Whatever your cycle, the math works the same way. A well-run refresh needs time for:
- Assessment: 4–6 weeks
- Budget approval: varies; sometimes months in the public sector
- Procurement & contract vehicle selection: 2–4 weeks
- Manufacturer lead times: 4–12 weeks
- Staged deployment: 2–8 weeks

Bring a Plan to the Budget Conversation
The organizations that get the most value from their hardware dollars share one habit: they bring a documented refresh plan into the budget process, rather than reacting to whatever the budget process produces. That plan needs just three things:
A lifecycle inventory
Know the age, warranty status, and OS support status of every device in your fleet. When Windows 10 reached end of support, organizations with current inventories moved calmly; the rest scrambled. There is always a next end-of-support date.
A tiered replacement schedule
Replace roughly a quarter to a third of the fleet each year. That turns hardware into a flat, predictable line item, and flat, recurring costs survive budget reviews. Spiky, unexplained ones get cut.
A risk statement
If the refresh isn't funded, what's the exposure? Out-of-warranty failure rates, security liability, audit and compliance findings. "We need new computers" is a request. "Deferring this leaves 300 unsupported endpoints on our network through the next audit cycle" is a case.

Use Year-End Money Wisely, Not Desperately
Year-end money is real, and there's nothing wrong with putting surplus funds to work before they lapse. The difference between a smart year-end purchase and a wasteful one is preparation.
With a plan: year-end funds pull forward the next tranche of your replacement schedule. Specs decided, quotes gathered, deployment slot ready. You're accelerating a strategy, not improvising one.
Without one: year-end purchasing becomes guesswork under time pressure: hardware that sits in storage, doesn't match your standard configurations, or duplicates next year's budget.
One more note for public sector buyers: know your contract vehicles before you need them. Cooperative purchasing agreements, state contracts like NYS OGS, and MBE procurement pathways can move a purchase in weeks that a fresh RFP would take months to deliver, but only if the groundwork is done ahead of the deadline.
Treat Lead Times as Part of the Price
The last several years taught every IT buyer a hard lesson: availability is a cost. A device you can't get until after your funding lapses is worth nothing, no matter how good the pricing was.
Standard configurations ship faster than custom builds. Large orders move differently than small ones. And demand surges predictably at fiscal year-end. Every agency on the same July–June calendar is trying to buy in the same eight-week window you are.
Rule of thumb
Order one quarter ahead of deployment. For large or specialized orders, make it two.
Don't Forget the Other Half of the Refresh
Hardware is the visible part. The invisible parts (imaging, asset tagging, data migration, secure disposal, and end-user support) are where refreshes succeed or fail.
Budget deployment services alongside the hardware, in the same funding request. Splitting them across fiscal years leaves organizations with funded equipment and unfunded deployment: pallets of boxed devices waiting for the next budget cycle.
For regulated environments, disposal deserves particular attention: retired devices in healthcare and government settings carry data destruction and chain-of-custody requirements. Certified disposal is inexpensive when planned and a genuine liability when skipped.
